Sometimes computers may have firewall or security measures imposed on them that denies software from setting up a connection to an outside program - including your mail server. You may want to try turning off all security (virus - adware) software especially firewalls.

If the error log file SEE.LOG is not getting your email greetings, you can try checking to see if your computer can open a connection to your mail server by starting TELENET and specifying your mail servers host name or IP address (along with the suggested port - usually 25). If you can't get a welcome message from your server, your connection information is incorrect, or you are being blocked.
